In fact,
whether or not structural intervention is in place, the
presence of a system that can assist public protection
authorities in making flood forecasts sufficiently in advance
to achieve a complete and orderly evacuation, and provide
guidance in instantiating restoration activities, is important.
With the help of the water resources management
information system in Quanzhou city [6], we proposed a
comprehensive DSS for flood control in this paper.
At the very beginning, we made a lot research about the
water condition of study areas. In this system, we utilize
former GIS platform to supply basic data to DSS which runs
quite well with the GIS technique. Besides that, this flood
prevention DSS integrates real-time monitoring, flood
control management and flood simulation together. In this
paper, we illustrate the system architecture and functional
framework, which is quite important to the system design.
After that, we discuss the flood simulation module in detail.
But the knowledge management module needs more study in
the future articles. In a word, the flood prevention DSS
would make great contribution to the whole flood control
system.
