The ICAO Framework on Ethics
ICAO places considerable importance on the maintenance of an appropriate ethical working environment. The ICAO Framework on Ethics was adopted by the Council (as Annex 1 to the Service Code) at its 193rd Session with an effective date of 1 January 2012. The goal of the framework is "to provide standards leading to a fully operational ethics function within ICAO that is designed to ensure an understanding by all staff members of minimum acceptable standards of behaviour."
The Framework reiterates the importance of the ICAO Standards of Conduct and creates an independent Ethics Officer post, reporting directly to the Secretary General and to Council. The responsibilities of the Ethics Officer include the provision of mandatory training on ethics issues; the provision of advice and guidance to all staff; administration of a new Protection From Retaliation Policy; and the administration of a Financial Disclosure and Conflict of Interest Declaration policy.
The Ethics Officer is also responsible for the receipt, review and administration of all reports of misconduct, and for the administration of subsequent authorized investigations.
The Framework also sets out the role and responsibilities of the Secretary General, the Ombudsman, and all managers and staff members in relation to the ICAO Standards of Conduct.
ICAO Core Values and Principles
The core ICAO ethical values and principles are contained in the ICAO Standards of Conduct and apply equally to all staff members, regardless of contractual status. They are as follows:
• Personal and professional integrity: staff members are expected to demonstrate the highest standards of honesty, truthfulness, and fairness.
• Loyalty, independence and impartiality.
• Tolerance and understanding, non-discrimination, and respect for human rights.
• Accountability.
