Moreover, we note that under 10 CFR 20.1301, NRC requires that licensees conduct operations so that the total
effective dose equivalent to individual members of the public from ‘‘the licensed operation’’ does not exceed 100 mrem/yr. Thus, this regulatory limit applies to individual licensees operating today, without reference to other
potential sources of exposure to the public. Of course, some types of NRC licensees, such as fuel cycle facilities subject to our standards in 40 CFR part 190, must meet dose constraints lower than the 100 mrem/yr limit. Nonetheless, 100 mrem/yr is the public dose limit from licensed operations imposed in NRC regulations.
