surveyed was Ban Nam Ang in Tulakhom district. It is
worth spending some time exploring why this village
should be so resilient in terms of its farm economy and
why, conversely, the neighbouring village of Ban Phon
Hai should find itself in such difficulties in agricultural
terms. This divergence of experience is all the more
striking because the two villages have a shared history.

virtually the same numbers, 39 and 40––were
relocated to the area following the construction of the
Nam Ngum Dam. From that point their economic histories,
and their fortunes, took very different paths. Ban

livelihoods were firmly founded on a diverse array of
low-return off-farm activities. Ban Nam Ang’s agricultural
strengths, meanwhile, were reinforced and food
security, at least at the village level (and for most individual
households), assured.
