5. In order to make progress in the Work Program and in enhancing national capacity building, the practice of pairing countries as co-chairs should be strongly supported. The ACDM should also consider switching pairs, having a country with a higher level of capacity and determination to pair up with those at lower-level. A more equipped co-chair in a working group can perform as a mentor to its co-chair. These two alternate relationships help facilitate capacity building and the exchange of insights from previous lessons learned. A mentoring dynamic can also be expanded to aid in the broader development of national SOPs to more effectively and efficiently improve regional connectivity.
