the geographical information
system (GIS) has been applied to the water pollutant capacity
total control (WPCTC) and initial attempted in practical work.
But most of them only regarded GIS as a map display tool,
without playing out of its powerful analysis and processing
capability to the spatial data. With the purpose of protecting
surface water and improving the efficiency of the WPCTC, this
article tried to apply ArcGIS, a popular GIS tool at present,
more completely and deep-seated in confirming the inputresponse
relationship between the pollution sources and the
goal of water environment quality, calculating the water
environment capacity and assigning the capacity to the
pollution sources.al work
