Second, a more serious meaning is the legal meaning of being a citizen or a national of a sovereign country. A citizen will enjoy rights as a citizen such as the right to vote and have a certain set of duties such as paying taxes. The term is distinguished from someone who is not a citizen and is referred to as an alien (not a strange creature from outer space) or non-citizen. Citizenship or sometimes known as nationality since the Roman Empire is predicated upon two principles, jus sanguinis (by blood) and jus soli (by soil). If one has parent or parents who are citizen or citizens or national or nationals of a country, regardless of where one is born, one will have citizenship of the country of one’s parent or parents. This is the principle of jus sanguinis.
