Yes, number 1 is correct. Remember this is mobile not desktop. Your creatives aren't going to make THAT BIG of a difference in your campaigns. You want to see if the traffic source/campaign is profitable before even getting the granular. For now, you're looking for as much volume as possible from the source and see if you're getting good carrier traffic and if the offer is going to back out for you. A red border or different banner isn't going to make or break your campaign in mobile.
