Monitoring and reporting obligations will also be deferred for such flights. The obligations relating to all operations in EU will remain and compliance with EU legislation will be enforced. The derogation relates only to 2012 emissions. The Council and the European Parliament agreed to facilitate an agreement at the 38th ICAO Assembly for a realistic timetable for the development of global market-based measures and for a framework to facilitate application of national and regional market-based measures in international aviation, pending the application of the global measures.
