Aid effectiveness was addresses at a first summit held in Rome in 2003, although it was not until the second meeting in Paris in 2005 that aid co-ordination and harmonization received global attention. The ensuing Paris declaration on aid Effectiveness, adopted on 2 March 2005 by the representatives of about 100 developed and developing countries, laid down a practical, action-oriented roadmap to improve the Quality of aid and its impact on development.
