1. Public relations campaigns should be launched on impacts of the ASEAN Community on poor people;
2. The process of lifelong education should be made clear;
3. Study courses should be developed for each affected occupational group, in addition to knowledge and information on the ASEAN Community;
4.Work and responsibilities between the Office of the Non-Formal and Informal Education and its networks in both the public and private sectors should clearly defined, with the Office of the Non-Formal and Informal Education in charge of policy and planning, budget preparation, and evaluation;
5. A new law should also be worked out to promote lifelong education, including decentralization and new working style.
