b. Proactive: every good safety model must incorporate proactive measures which at the minimum
should include: risk management and safety training. Risk management involves systematic identification of potential hazards on construction sites at the design stage; analysing the risk level of each hazard identified, and then determining what appropriate preventive safety plan/measures to initiate and incorporate into the entire work process. Furthermore, safety training should be organised in response to risk management outcome. And this should form the bedrock of training and retraining of new, transferred and/or re-shuffled workers prior
commencement of construction activities. Training, which can be in-house or outsourced, should be resultoriented by conducting post training evaluation from time to time until safety behaviour seems permanent and core safety lessons are learned.
