Related research suggests that organizations should function in a manner that minimizes risks and errors. The work of several scholars (Morone and Woodhouse, 1986; La Porte and Consolini, 1991) which has been labelled “high reliability organization theory” (Sagan, 1993), is especially relevant. This literature emphasizes such organizational variables as committed political elites and organizational leaders, high levels of redundancy, an emphasis on training, decentralization, an appropriate organizational culture and an emphasis upon organizational learning (Sagan, 1993). Through such measures an organization can achieve the qualities of resilience and robustness required to function in an uncertain environment.
