2) Setting the target value of indicators
The target value of the indicator system should be
determined through a lot of analysis of historical data,
market researches, and communication based on the
organizational strategic objectives. After a full
communication between superior and inferior, the target
values of organize level will be break up into departmental
and individual targets. The following three aspects should be
taken into account for determine the KPI target of the
organizational level. In this study, the setting of target value
used the history data of LME’s business. First, we removed
the abnormal values of history statistics dada in the past six
to twelve months and obtained the average value of the jth
indicator marked as ‘Qj’. We marked the target value of the
jth indicator as ‘Tj’, and it was calculated by (
