To begin, the first freedom that has been concerned is freedom from want. Peru citizens have been abused their rights by their government. Firstly, Peruvians who are disabled cannot vote for election and also they do not receive other civil rights. For instance, if Peruvians are deformed limbs, they will lose privilege to elect for the party that they like. Also, those people will lose some basic rights. To illustrate, when disabled Peruvians commit political activities they usually face difficulty from requesting identity for political activities; moreover, these people are rarely receive support from political officers because they are assessed as handicap people.
According to Human Right Watch, incompetent citizens who are defected physical abilities, people who are psychosocial, and people who are intellectual disabilities are not receive any attention from polling stations. The stations do not accept any request for filling answer from questionnaire. They do not keep in mind that these people have the authority to express their ideas. As a result, those handicap people will not access the right to convey what they really want from society and government. This is only an example of unfair treatment for disabled citizens. There are numerous instances that handicap Peruvians are being treated unfairly. Currently, many organizations are giving hand in order to solve these problems in the countries, still the progress is not completely done and many of victims are suffering from injustice treatment.
Rural Poverty area in Peru is another controversial problem of freedom from want. From the statistic of Rural Poverty Portal website, nearly one third of population’s condition is below the standard of poverty. Eight million of Peru citizens remain in poor condition. The groups of people who mostly suffer from poverty are indigenous people who live in original rural areas. As a result, rural people decide to migrate to urban areas, which offer more favorable opportunities for them. Today, three quarters of citizens are living in the urban areas. The factors of rural poverty are illiteracy especially among women, lacking of essential services, inadequate agricultural research and financial services, ineffective animal and plant health service, poor transportation, and insecure right to land. Clearly, rural areas in Peru currently require significant support from the government and supportive organizations. Rural people now usually are a victim of human trafficking because of crucial poverty. Eighty percent of rural citizens are laborer, and most of them are treated by the employee unfairly because they have less education and have no better options form them.
Besides, the second freedom that Peru is lacking of is freedom from fear. Peru is the country that frequently has violent crimes. First crime that associates with this freedom is violation crime from protest. In 22 May 2014, around 100 people were injured from protest in Lima. Four of the victims were killed and one of them was a police officer. As a consequence, the government deploys an army to that area in order to solve the conflict in Lima. The reason why police cannot handle the protest effectively is because international human rights law and standard does not allow police to use force in normal circumstance. Force will be permitted only when the situation is in a crisis.
Another related instance occurs in another well-known city called Bagua. The instance is violence from mining protest in that city which happened on 5 June 2009.
According to Amnesty International, 33 people dead on the fifth anniversary of the violence. Demonstrators and policemen were killed when police conflicted with a native people whom against laws of natural resources on hereditary area. It causes more than one hundred people die. After that, Amnesty International is making a demand for the government to maintain the rights of domestic people to ancestral lands, so it illustrates survival, freedom and all information that affect them.
The last human right that will be concerned is freedom of speech. Basically, Peru does not have a free media watchdog like other developed countries. The country does not have outright censorship. To illustrate, journalist usually be pressured by authority inside country. Journalist can write a news that refer to the country; however, the content should not be too much sensitive or against the country. Moreover, even though press freedom of the country is regulated by Peruvian constitution, there is numerous news reveals that journalists usually sued by the politicians who affected from the news that journalists write. The report tells that journalists or reporters always threaten by using physical and verbal violence by politicians and other authority.
On June 14,2015, the female journalists named Dayana Cieza has been threaten by sending intimidating text. The victim called the police for help. The police told her to be patient and stayed in safe place while the police was trailing the address of message’s owner. Dayana report is revealing about a nightclub that serve inside a prison in Lima. The report is beneficial for an investigation that is conducted by the prison’s director, Colonel Eduardo Garcia de La Cruz. Because of that useful report the director succeeded wiping out the nightclub. However, in July 23, 2015, the reporter had to face with the intimidation again. In that day, the reporter was followed and attacked by secret motorcycles driver. She was badly injured and had to stay in hospital for three days. As a result, IPYS is claiming for guarantee for security of the victim, which was in a risk condition.
