to suffer from low competitive advantages comparing to the
larger sized enterprises (Rungwitoo, 2008).
Therefore, there is a need for a new tool to assess supply
chain performance that is better suited to SMEs’
requirements. The objective of SCPAT is to assess firms’
key supply chain activities under different performance
dimensions. This tool was developed for the “Logistics and
Supply Chain Clinic” program under the auspices of a local
Thai commercial bank based on the bank’s own commitment
to improve the supply chain capabilities of its SME clients.
This paper is structured into four main sections. First, the
literature on supply chain performance measurement is
presented and existing supply chain performance assessment
tool are discussed. The developmental process of the SCPAT
framework is then further explained. The methodology
section explains the data collection and the benchmarking
process. Finally, the findings from the tool’s pilot test is
presented and discussed.
