In spite of its usefulness to learning, Okwilagwe (1999) reported the general book
availability (in a tangible form) at all levels of education to be on average of about 10%. This

refers to the ratio of books that are available to the users. This is an indication of low
accessibility of textbooks to the users. There is no doubt that the paucity of books is negatively
affecting the standard of education in Nigeria (Okwilagwe, 2001). Adesina (1990) in Okwilagwe
(2001), described the characteristics of the book situation in Nigeria as an anomalous one.
