Outreach. The purpose of the outreach component was to identify underserved women in intervention communities and provide them with the support and information needed to obtain initial and repeat breast and cervical cancer screening. Our approach was based on the successful and unique experience of a local mammography program, the San Francisco Women’s Cancer Network [63], and the results of focus groups among the targeted population subgroups (low-income black, Chinese, Latina, and white women). Expanding on the SFWCN approach, BACCIS sought to intervene with women on an ongoing and personal basis, to target both health department patients and those who were not or did not use primary care; and our focus was primarily on repeat screening rather than obtaining a single test. Finally, BACCIS employed full-time outreach workers in contrast with the volunteers of the SFWCN.
