I. INTRODUCTION
Wind is a nondepletable and environmentally sound
energy source and can be considered as an interesting
alternative to fossil fuels. However, a major problem and
therefore a major obstacle to the effective use of wind as a
power source is the fact that it is both intermittent and
diffuse, which make the inclusion of wind turbine generator
(WTG) in a power system introducing additional system
stability problems [1]. At the present time, many utilities are
prepared to give an energy credit to a wind facility but are
reluctant to assign it as a capacity credit and reliability
evaluation. It is difficult to be assigned in the absence of a
comprehensive wind energy conversion systems reliability
modeling technique
