all these peaceful means of settlement of dispute may fail. When all the peaceful means are exhausted, any party can bring the matter to the attention of the Security Council. The security Council itself can also start discussing the issue. If the Council determines that a threat to the peace, breach of the peace, or acts of aggression exists, then it decides on a course of action to maintain or restore peace. First, it Security Council uses military means to restore peace. However, in reality the implementation of sanctions become very difficult because before sanctions can be applied, there must be 1. an agreement that an aggression or threat to peace exists. 2. the identification of the guilty party; and 3. the unanimity or acquiescence among all permanent members of the Security Council that action is warranted. However, despite these bottlenecks the means are necessary for the maintenance of international peace.
