The percentage of uninsured workers ages nineteen to sixty-four
who are not covered as a dependent or by a public program rose
from 15.1 percent in 1979 to 23.3 percent in 1995 (Exhibit 1). The
proportion uninsured increased rapidly (an average of 0.8 percentage
points per year) during 1979–1984 and again during 1987–1991; it
was relatively stable during 1984–1987 and during 1992–1995.
