Background of the Project
The Mekong Partnership for the Environment (MPE) project presents a unique opportunity to broaden stakeholder engagement to achieve increased social and environmental soundness of regional development projects in the Lower Mekong Sub-region (LMS). This USAID-funded project will take a creative approach to advance informed dialogue among governments, banks and the private sector, and civil society organizations (CSOs) and communities. The scope and nature of MPE seeks greater engagement of CSOs both horizontally (within countries and across borders) and vertically by increasing access to regional platforms, for example ASEAN, the Mekong River Commission (MRC), and the Asian Development Bank Greater Mekong Subregion (ADB/GMS) program.
Part of the project’s strategic approach is to strengthen a regional civil society ‘network-of-networks’ through convening key CSOs from target countries across the Lower Mekong sub-region (Cambodia, Laos, Myanmar, Thailand, and Vietnam). On July 31 to August 1, 2014, Pact aims to bring together a number of these CSO representatives to discuss MPE’s overall strategic approach and interest in supporting a regional ‘network-of-networks’ to address critical development issues in the region. By the end of the two-day meeting, it is hoped that the group will have identified concrete steps and areas of collaborative action in order for MPE to support a regional ‘network-of-networks’ to advance stronger social and environmental safeguards in the region.
Scope of work:
The consultant will be responsible for the following tasks:
Liaise, advise, and support the organizers on the process of the workshop
Design and implement an appropriate process of the workshop leading to the desired results
Produce a brief workshop summary report outlining the event and key outcomes
Pact responsibilities
Pact will provide the consultant with:
All relevant MPE project-related information
Liaison and assistance in communicating with participants and other relevant parties
Expected outputs and deliverables
The output is effective facilitation of the meeting and a final workshop report to be delivered by August 11, 2014.
Competencies and experience
The role of the facilitator is to catalyse constructive dialogue and discussion, sharing of knowledge and experiences, and work to achieve the expected outcomes of the event. The facilitator must have experience in group facilitation, skill in strategic planning, and effective use of communication skills to navigate through wide-ranging and sometimes difficult discussions.
Specifically, the facilitator should have at least five years of experience in facilitating strategic planning processes, especially in a cross-cultural context involving participants who are non-native English speakers. A good understanding of social and environment issues in the Mekong Region is a plus.
Preferably based in Bangkok and able to manage workshop documentation in coordination with MPE’s Civil Society Capacity Building Advisor.
Please take note that this will be a small group workshop of approximately 16 participants and only requires one facilitator. MPE team will assist in co-facilitation and documentation.
Time frame
Facilitation of the workshop is on 31st July to 1st August in Bangkok, Thailand.
The consultant is expected to coordinate with MPE’s Civil Society Capacity Building Advisor and other key team members regarding the design for the meeting by 16 June 2014, and final preparations 2 days prior to the event.
The final workshop documentation should be submitted to Pact by August 11, 2014.
Level of Effort
8 days total, comprised of preparation (4 days), event facilitation (2 days), debrief and summary report preparation (2 days) to be conducted between June 16 - August 11, 2014.

Background of the Project
The Mekong Partnership for the Environment (MPE) project presents a unique opportunity to broaden stakeholder engagement to achieve increased social and environmental soundness of regional development projects in the Lower Mekong Sub-region (LMS). This USAID-funded project will take a creative approach to advance informed dialogue among governments, banks and the private sector, and civil society organizations (CSOs) and communities. The scope and nature of MPE seeks greater engagement of CSOs both horizontally (within countries and across borders) and vertically by increasing access to regional platforms, for example ASEAN, the Mekong River Commission (MRC), and the Asian Development Bank Greater Mekong Subregion (ADB/GMS) program.
Part of the project’s strategic approach is to strengthen a regional civil society ‘network-of-networks’ through convening key CSOs from target countries across the Lower Mekong sub-region (Cambodia, Laos, Myanmar, Thailand, and Vietnam). On July 31 to August 1, 2014, Pact aims to bring together a number of these CSO representatives to discuss MPE’s overall strategic approach and interest in supporting a regional ‘network-of-networks’ to address critical development issues in the region. By the end of the two-day meeting, it is hoped that the group will have identified concrete steps and areas of collaborative action in order for MPE to support a regional ‘network-of-networks’ to advance stronger social and environmental safeguards in the region.
Scope of work:
The consultant will be responsible for the following tasks:
Liaise, advise, and support the organizers on the process of the workshop
Design and implement an appropriate process of the workshop leading to the desired results
Produce a brief workshop summary report outlining the event and key outcomes
Pact responsibilities
Pact will provide the consultant with:
All relevant MPE project-related information
Liaison and assistance in communicating with participants and other relevant parties
Expected outputs and deliverables
The output is effective facilitation of the meeting and a final workshop report to be delivered by August 11, 2014.
Competencies and experience
The role of the facilitator is to catalyse constructive dialogue and discussion, sharing of knowledge and experiences, and work to achieve the expected outcomes of the event. The facilitator must have experience in group facilitation, skill in strategic planning, and effective use of communication skills to navigate through wide-ranging and sometimes difficult discussions.
Specifically, the facilitator should have at least five years of experience in facilitating strategic planning processes, especially in a cross-cultural context involving participants who are non-native English speakers. A good understanding of social and environment issues in the Mekong Region is a plus.
Preferably based in Bangkok and able to manage workshop documentation in coordination with MPE’s Civil Society Capacity Building Advisor.
Please take note that this will be a small group workshop of approximately 16 participants and only requires one facilitator. MPE team will assist in co-facilitation and documentation.
Time frame
Facilitation of the workshop is on 31st July to 1st August in Bangkok, Thailand.
The consultant is expected to coordinate with MPE’s Civil Society Capacity Building Advisor and other key team members regarding the design for the meeting by 16 June 2014, and final preparations 2 days prior to the event.
The final workshop documentation should be submitted to Pact by August 11, 2014.
