Agree with you on most points. Except pollution is not just a little worse, it's much much worse in Cebu and Manila than in Thai cities, even Bangkok. Filipinos are more polite and outgoing than Thais, also very oriented to meeting foreigners.
Thais are more serious, more sophisticated and more skilled in general, but many are xenophobic or not trustworthy. The biggest difference is a lot of Thais are now sick of foreigners. It's still a mixed bag, but you get a lot of rudeness in Thailand, none in the Philippines. Cambodia and Vietnam are still very polite also, no rudeness like in Thailand. Some Thais are super nice, but others are not.
Also the tourist areas in Thailand (Phuket, Ko Samui, etc...) are much more commercialized, while in the Philippines you still find a lot of authentic local life even in places like Boracay.
