In this chapter we address three questions central to the field of strategic international human
resource management (SIHRM):
1. What are the main SIHRM strategy models and concepts?
2. Should a firm's strategy help decide their HR processes in other cultures?
3. Do HR strategies developed in western countries in reality apply to other cultures?
In this opening section we address the first question by concentrating on what is known so far
in this area, including empirical research and the main conceptual models that have been proposed.
Human resource management (HRM) is a relatively new term even in Western society: it is said to have
evolved in its best known form in the United States and arrived in the mid-1980s in the United Kingdom
and much of Europe. HRM evolved as a concept in the 1980s clearly differentiating itself from
the study and discipline of personnel administration and personnel management (Staehle, 1994; Storey,
1995). HRM introduces a view of people as resources that have strategic importance for the creation
of competitive advantages for an organization. HRM, furthermore, seeks an "internal fit" among the
HRM functional areas (e.g. in the form of consistent "bundles" of HRM policies and practices) (Tichy,
Fombrun, & Devanna, 1982; Schuler & Rogovsky, 1998) and an "external fit" between such HRM
"bundles" of policies and practices and the corporation's strategy (Tichy et aI., 1982; Schuler & Jackson,
1987; Schuler, Jackson, & Storey, 2001), as well as its external environment (Beer, Spector, Lawrence,
Mills, & Walton, 1985). HRM also introduces a change in perspective by involving top management in
