Restrictionof the digits ‘0’ and ‘1’ from use as lead digits of the fixed subscriber numbers is a necessary action to enable their use as access codes and special services. This restriction is not required in relation to mobile and WLL service numbers as all digits and the leading zero are dialled for each and every call. However, the practice is understood to exclude ‘0’ and ‘1’ as lead digits. The applications provided for in the current Plan are:
The ‘0’ lead range is reserved to indicate international gateway (00),the lead ‘0’ as used for area codes is not used. Because the area codes are structured with a lead ‘0’ - ‘02X’, ‘03X’, ‘04X’, ‘05X’, ‘06X’, ‘07X’, and ‘08X’ are used the ‘0X’ range of codes would not have been useable with legacy mechanical or electro-mechanical switching but would be useable with more modern processor controlled or soft switching equipment (which all present operators are understood to use). Accordingly the ranges indicated by ‘01’ through‘09’ are available for use.
The ‘1’leading digit is for a number of standardised services from the operators.
• ‘10’,‘11’ and ‘12’ and ‘17’ rangeshavebeen reserved for operator services
• ‘13’, ‘15’ and ‘19’ are for Government services;
• ‘14’and ‘18’ ranges are for State Owned Enterprises and community services;
• ‘15’ is reserved to essential Governmentservices;
• ‘16’ is reserved to agencies and non-profit organizations, public service and some enterprises with branches across the country. The block is largely unused with the exception of four three digit allocations,.
• ‘Freephone, National calling and Premium Rate services presently are not specified,however low charge national calling is implemented by operators for a number of SOEs and private enterprises.
The ‘1’ range is now fully used and cluttered with uses of numbers that should be appropriately placed elsewhere in the number space. The ‘0’ range is both available for additional uses and is a suitable location that would minimise disruption of existing uses.
