Argues that target behavior identification and selection first require a representational model of clinical judgment in behavioral assessment. Clinical realities necessitate a behavioral analysis that depicts how the many elements of complex individual repertoires interact. The graphic model, borrowed from systems theory, provides a convenient conceptual strategy and suggests means–ends relations among possible target responses that have important heuristic implications for designing and evaluating behavioral interventions.
