This element is essential, among others, because a country or a society may have to choose between alternative strategies of which the one option provides relatively low energy production costs but a high element of imported fuel; and the other has high energy production costs but also a high element of domestic investments and jobs. Therefore, it may prove beneficial to choose the latter alternative even in situations where the total costs are higher. In such a situation, it is essential to include all relevant factors and consequences in the evaluation. Moreover, the devel- opment of strategies should also be seen in relation to the different phases of the introduction of sustainable energy:
