A State of Emergency has been issued and a shelter has opened as flooding has closed many roads in Bertie County.
Schools in the county eventually shut down on Wednesday as did many government offices.
The declaration is anticipation of the Cashie River in Windsor cresting at 4:00 a.m. Thursday and other flooding in the county.
A stalled weather system and the remnants of Tropical Storm Julia have brought days of rain and localized flooding to area. The rain is expected to continue into Thursday.
Emergency Services Director Mitchell Cooper says the American Red Cross has opened up the shelter at Bertie Middle School for county residents who can't get back to their homes.
According to the Department of Transportation, U.S. 17 north of Windsor is shut down in both directions, and isn't expected to reopen until late tomorrow morning.
Over the past three days, Bertie County has received more than 10 inches of rain.
Highway 45 is closed near Wakelon Road, south of Colerain. Authorities don't think it will reopen until Thursday at noon.
Due to flooding over the Chinkapin Swamp bridge, Highway 42 is closed west of NC-45.
Wakelon Road between Todd's Crossroad and Bakertown Road is closed due to flooding. Quebec Road and Buncomb Road near Colerain are also closed.
Nowell Farm Road is washed out near NC-42. The DOT says drivers should take Nowell Farm Road to NC-42 to Eugene Freeman Road to SR 1312 back to Nowell Farm Road.
The Sans Souci Ferry was closed due to high water.
The D.O.T. says because of what they call widespread flooding in the eastern part of the county, there are no detours to many flooded roads.
