Variability Services are highly variable because the quiality of service depends on who provides and where and when they are provided.
The level of service provided suring peak season may differ from the service provided during off-peak season if consistency is not being practiced.
For example, when there is less number of customers, services are more specific and polite. If there is large number of customers, service provider tend to be busy and might lose some service to the customers.
Variability can also means lack of consistency.
For example, if one day you eat in a restaurant, the food and service was very good but the next day, it becomes bad.
