Huchzermeyer, 2001; Huchzermeyer, 1999). What emerges there is the extent to which approaches
are constrained by the rationality (the dominant worldview) of those driving the process. This
applies equally to development agencies, professionals and to NGOs. This then highlights the
need for a shared vision and reinforces the need for a more generic planning framework. At the
same time there are valuable lessons to be learnt and there are also workable practices. The next
section therefore seeks to identify the major practices that have some degree of replicability to
them and identifies three of these, which it terms thematic approaches. Finally, the paper carries
out a critique of each of these three thematic approaches and then ends by drawing some
conclusions.
