The first priority for Kazakhstan in order to solve its internal problem of food security is to make domestic
agricultural production more efficient, to develop the food processing industry and to improve the mechanism of
state regulation of the agro-food market and the interest of national producers of trade policy. The problem of food
security is not only an economic but also a legal one. As one of the state’s priorities is to take care of the health of
the population and as this is associated with the quality of food products, government regulation must stimulate the
growth of high quality products and decrease the turnover of poor quality products in the market. Quality controls
must be established to meet this challenge. The liberalisation of foreign trade in the Republic of Kazakhstan has led
to the possibility that the domestic market could receive imported goods of different quality and which is a danger to
the health of the consumer. A public policy objective in the areas of food safety and product quality should be a
continuous improvement mechanism to prevent the flow of consumer goods with unreliable information about
consumer properties into the market. This requires:
-Creating a state system of strict quality control for products
-Control over the ratio of domestic and imported food products in the market
-A measurement of the degree of satisfaction of a person’s physiological needs from the components, the energy
content of the food ration and its compliance with the restrictions regarding contents of harmful substances
-A certain level of physical and economic access to food for the various categories of the population
-Stimulating domestic suppliers to work to international standards and comply with certified quality systems
and the development of voluntary certification
-The formation of a preferential tax policy and a system of benefits for enterprises that produce high quality
products
-Ensuring the mass media is given support to publish information on low-quality goods and the ratings of
domestic and foreign products derived from the Independent Consumer Expertise
-The level of safety of products to be determined by complex legislation and to be provided by authorised
bodies with state executive power
Therefore, the solution to these problems should come from a special law, ‘On Ensuring Food Safety of the
Republic of Kazakhstan.’ This law should include a separate section that regulates the standard of public relations in
the food market
