James Bellanca: What would you like to see happen to put these policy changes in place?
Linda Darling-Hammond: Policy implementation should be done in a systematic, sustained way, based on a set of reforms that allows teachers and administrators in every school to develop more thoughtful instruction. We have great schools in some places and great class-rooms in some schools, but we need to be able to spread that greatness more uniformly across the national system, following a straighter path without those destructive pendulum swings.
