Hypothesis 1 posits that a general increase of discretionary resources, i.e.
time and money, in a society will lead to an increase of the resources that are
available to the SMS.3 As for most of their hypotheses, the authors mention other
factors that are relevant for the validity of this proposition. For example, the
priority of the goals of the population is important: if the priority is to spend
the additional resources for the satisfaction of basic needs few resources will go to
the SMS.
