In the late 1980s, however, began to change. Mikail Gorbachev initiated glasnost and perestroika, or openness and re-strucuring, including steps to liberaize and privatize more and more sectors of the economy. Vietnam withdrew its troops from Cambodia. At the same time, Soviet support for Vietnam was seen to be diminishing. The settlement of the Cambodian situation was making progress, partly as a result of significant improvements in Sino-Soviet relations. Ultimately, the Soviet Union broke up and the Cold War ended, with the Russian Federation taking over most of the former USSR's foreign relations and obligations.
