Announcement of U.S. Customs 24 Hour Advance Manifest Rule
U.S Customs has filed new regulations on October 31, 2002 which will be in significant documentation relations to clients in the import and export business over shipment information.
The regulations formally have gone into effect on February 2nd 2003
Please refer to the following details of the new U.S. Customs regulations:
1. Effective date: February 2nd, 2003. U.S Customs requires all parties be in strict
compliance with the rules after enforcement date. Manifest information tendered
too late or incomplete may not be accepted to be loaded in loading port or may
encounter time-consuming inspection and examination.
2. NVOCCs will be permitted to transmit manifest information directly to U.S.
Customs if they have adequate equipment.
3. U.S. Customs will impose penalties on the entity who provides the false information.
4. Freight all kinds, Said to Contain, General Cargo, Chemicals or Foodstuffs “ is strictly
baned.
5. An articulate description is required, including the weight and packing unit of the cargo. For example, if a container contains 20 pallets with 100 cases, cases shall be described 100. Described as pallet is not allowed.
6. The regulations require detailed name and address information of actual shipper and consignee to be filed and manifested for each consignment. NVOCC’s name is not acceptable as cargo owner.
7. When shipment without complete shipping details in time for the carrier to process the data with U.S Customs, no liability for consequent shut out or roll over will be accepted by the
carriers. All related costs in connection with shut out cargo are for the account to the
cargo.
8. For T/S cargo, manifest information must be submitted to U.S Customs 24 hours before
cargo is loaded in T/S port.
9. Manifest corrections are allowed but are subject to the restrictions of U.S Customs.
Corrections such as shipper, consignee, notify, weight and piece might not be allowed.
10. Manifest Transmission Fee (MTF) is $25 per bill when customers request WHL to do
manifest transmission.
11. Manifest Correction Fee is $40 per bill when customers request WHL to make correction
to Customs. The acceptance of data correction lies in US Customs.
12. U.S Customs will reply to shipping liner with loading confirmation within 24 hours after
receiving manifest information from liner.
13. Concerning “Consignee and To Order Bills”, US Customs allows To Order Bills in the
consignee field. However, the first notify field must contain the owner or owner's
representative with the U.S. name and address.
14. WHL will announce deadline of submission of documentation from customers and cargo
receiving date.
