I do though want to answer your point, Ying, about the pressures on DC. If I understand you correctly, you seem to suggest that a great improvement to the database, or a better system would remove the pressures by engineers to break the rules. I don’t think any system improvement will change this – only proper backup by management. It’s a culture change that’s needed.
DC have this difficult balance between (a) getting documents out quickly and (b) stopping incorrect documents from going out. If management think our job is only (a) and not (b) we are in trouble. Because I have the backup of management in London, I have the confidence to turn away documents that are wrong. The engineers here have got used to this here and now realise they have to get it right if they want it to be issued by DC. This works well here and we have a good relationship.
