Seeking to solve complicated problems of public sector main attention is focused on the increase of the effectiveness and
usefulness of the state structures, benefits from international cooperation as well the improvement of professionalism and
responsibility civil servants. At the moment there is some discrepancy between the long-term priorities of state development and
methods of their implementation, and means of development of human resources. In order to create efficient public service and to
successfully pursue public administration reform it is necessary to systematically improve human resource system, through
innovations because that would guarantee success in pursuing objectives and priorities in the state management and for
improvement of public administration system.
