Four edited volumes published by Edward Elgar came out of this second conference (Verheijen 1999; Bekke and Van der Meer 2000; Burns and Bowornwathana 2001; and Halligan 2003)
During late 1980s and throughout the 1990s, scholars from several countries formed new academic networks with the aim of becoming "international."
They believed that something could be learned from other countries and that comparative work would be useful.
