This result reveals that in addition to the road charges, the
public revenue in a completely closed economy includes
the aggregate differential land rents (ADLR) which accrue to the
core. There are equivalent mechanisms by which the ADLR and
the road charges becomes public revenue. One mechanism is that
the worker-residents are equal shareholders of two private
corporations the profits of which are fully taxed by the city
government. One corporation develops all of the urban land and
the other collects the road charges. Under another, land is held in
public trust and is directly managed by the government which
charges competitive rents at each location and sets and collects
the road charges. Under a third mechanism, many private
competitive landowners own pieces of the land but each pays a
confiscatory profit tax and road charges accrue to the
government.
