To some extent, the case of Jiangsu coastal management practice
during the traditional periods can be seen as a typical centralization
system of coastal resources management. There are considerable
differences as compared with modern coastal management modes
and concepts (Table 1), but it was still a system with a highly
orderly pattern. Long-term implementation of such a management
scheme, lack of adjustment according to the coastal environment
change, and ignoring the local interests, of course, gradually caused
lopsided development on coastal social economy, limited the other
economic activities, and led to the long-term prosperity of the
single industry (i.e., coastal salt production); further, this also
aggravated the contradiction between human and land. In addition,
compared with the traditional customs and norms, elsewhere
(Mimura, 2008), the centralized management pattern for the
Jiangsu coast was obviously more systematic and organized.
