Corruption is a problem which all
governments, at any level of development,
have to deal with. The literature abounds
with efforts to understand and measure its
magnitude and impacts. This short paper is a
modest attempt to revisit the issue. The focus
is on Philippine experience, but it first puts
forward some definitions and concepts, the
linkage between corruption and governance,
and corruption and development to provide
some perspectives on the Philippine case.
The paper has four main sections. The first
deals with understanding issues and concepts
on corruption and governance, linkage with
development, how it takes place. The second
section presents the Philippine experience.
The third and fourth sections explore anticorruption
strategies and enhancing these strategies. The paper ends with a short
conclusion.
