When the private and social costs or benefits do not coincide (i.e., in the presence of externalities), too much or too little of a product or a product or service is produced or consumed from society’ s point of view. Specifically, if social costs exceed private costs, too much of the product is being produced, while if social benefits exceed private benefits, too little of the product is being consumed.
