One constant in the world is change- change in personnel, politics, economy, weather. In the engineering world it is important to anticipate changes that can occur in areas that can affect designs- such changes as shifts in population, modification of use, effects of age, and natural disasters. The design of pipelines is not immune to this need to anticipate change. Events as dramatic as earthquakes or as mundane as temperature changes can have detrimental effects on pipeline performance. However, attempts to alleviate the effects of these events can have consequences of their own.
