We expect an inverse relationship between the multiplicity index and the likelihood of network formation. That is to say, the more involved stakeholders were from the same sectors, the more likelihood they would share the same backgrounds and norms, the fewer chances of value conflicts to emerge (higher HHI values); therefore, the less likelihood the net- worked approach is to be taken place. Coding this index was based upon the number of stakeholders from various sectors involved in the implementation of local programs.
