The traditional management had an impact on the coastal social
economy development in the historical periods. On one hand, it
promoted the coastal resource exploitation and the prosperity of
sea salt industry; on the other hand, there was a lack of feasibility
and suitability. As mentioned above, in the face of changes in the
social and economic situation in the late 19th century, the traditional
management practice neglected the various demands of
development and balance between the conflicting stakeholders,
e.g., coastal land reclamation and some handicraft industry.
