The extent of autonomy pro- vided to the subsidiary can contribute to the success of the multinational firm because it can motivate sub- sidiary managers to be more committed, perform more diligently, and thus produce greater subsidiary profits which in turn become the profits of the multinational. Because planning can create the strategy of an organi- zation and provide information about the external envi- ronment along with a standard against which to measure and control performance [22,23], its effectiveness may be significantly influenced by that autonomy. Given the critical value of strategy to the organization, perhaps not surprisingly, “the preparation of the plan of action is one of the most difficult and most important matters of every business” [24, p. 86].
