There are similar caveats also concerning the
effects of technology transfer and performance
requirements. Most technology transfer requirements
aim to control the transfer of disembodied technology,
e.g., by demanding special training of the local labor
force, and performance requirements are often initiated
to reach some target level of local content or to
restrict imports of intermediary goods for macroeconomic
reasons. It is not clear whether these rules
have any major effects on imports of machinery and
equipment.
