Spielman was less sanguine in his memo on the 1984 program, pointedly titling his report “Operation 1000—Success And/Or Failure?”.118 However, he indicated the necessity to move past previous mistakes and offered some suggestions for the future. He insisted that the implementation of these changes was important, as, “Without a doubt, in the past two years, Mivza Elef achieved, to a great extent, its goal in bringing the participants closer . . . we must work hard to fully realize what was said in the first year, and as it was told to us by our sages, ‘You came and found—Believe!’.”119
