The most elaborate micro model of political participation in which resources
play a central role is Verba, Schlozman, and Brady’s (1995; see also Brady, Verba,
and Schlozman 1995) “Civic Voluntarism Model” (CVM). The most important
resources are free time, money, and various civic skills such as the ability to communicate
effectively or organizational skills.4 It is important to note that the CVM
includes resources only as one of several variables – we will return to the CVM later
(see section 10).
This work indicates that individual resources are manifold. Integration in
social networks is only one resource. “Civic skills” is a whole complex of other
individual resources.
