The term ‘people with citizenship problems’ is used to avoid the
implicit discrimination in the term ‘stateless’. Archavanitkul (2011)
suggested that stateless people in Thailand included four population
subgroups: (1) ethnic minorities, (2) undocumented people without
a birth registration document despite being born within Thai territory,
(3) cross-border migrants from neighbouring countries and (4)
refugees from Myanmar. With reference to this definition, only ethnic
minorities and undocumented persons are the target of the HISPCP.
However, the term ‘stateless’ is still used in many official documents concerning the scheme, even on the website of the
MOPH (Health Insurance Group 2014)
